LOL, this it true. I hate people like that! That said... if the service is good I tip good if the service is OK I tip the minimum and also let them know (nicely) why. If service is completely  rude I don't tip and let them know exactly why (again, nicely). I know it's a crap job, long hours on your feet, hustle, hustle, hustle and it's hard to constantly smile and be gracious. A smile, even a tired one or genuine attention (even if there is mistake) gets a good tip because ya tried but sometimes sh*t just happens. I don't go out very often but when I do I want it to be about the entire experience not just about the surly or exhausted waitstaff.
